Minutes for Regular Board Meeting

Thursday, April 20, 2017, 7:00 p.m. – 8:10 p.m.

 

Attendance:  Eugene Gabrysiak called the meeting to order with Trustees Marilynn Clauson, Dan Gray, Kent Kanable, LaVerne Phillips, Donna Simonson, and Tom Simonson present.  Meeting was properly posted.

 

Minutes:  MOTION (Clauson, T. Simonson) to approve the 3/16/17 Regular Board, and 3/23/17 Special Board minutes. Carried.

 

MOTION (Gray, Clauson) to approve the committee minutes for the 3/20/17 Police & Personnel, 3/30/17 Executive & Finance, 4/17/17 Parks & Buildings, 4/18/17 Police & Personnel, and the 4/18/17 Executive & Finance committee meetings.  Carried.  The CDA, Library, and Electric Utility Commission minutes were received by the Board.

 

Disbursements:  MOTION (Gray, Clauson) to approve disbursements for 3/31/17 and 4/20/17 for General Fund in the amount of $50,050.14, Revolving Loan Fund $590.64, TID #4 Fund $1,659.50, Water Fund $4,762.21, Sewer Fund $6,421.49, and Cemetery Fund $292.25.  Carried.  Project disbursement reports were also provided to the Board for review.    

 

Citizens to be heard:  None

 

Police & Court Report:  Officer Alex Cejpek gave his first month’s report.  No court report was given. 

 

Old BusinessSewer Credits:  In 2014, an exception was made for sewer credits in the case of vandalism.  It was for a tenant who did not have a homeowner’s policy, and a police report was filed. 

 

Community Building:  The masonry work has started on the Community Building.

 

Update on Flood Projects:  FEMA has passed everything over to Wisconsin Emergency Management to manage.  All projects must be finished before any funds are released.  The electrical is getting done in Banker Park, and the 4 X 4 area will be started as soon as weather permits. 

 

Playground Equipment Considerations:  The United Methodist Church and the Horse & Colt Show are considering donations toward playground equipment in Banker Park.  The new equipment will be placed on the raised area near the new swing.

 

The new playset will go behind the Municipal Building.  The blacktop will be taken out and playset will have a framed-in area for the rubber pellets.  The skate park equipment will be rearranged to make room for this playset.   

 

Municipal Building Plumbing & Outdoor Lighting:  Proposals will be obtained for the Municipal Building plumbing for next year’s budget.  Extender seats have been ordered for the restrooms.  Before winter, a dusk to dawn light will be placed on the kitchen exterior door.

 

Ball Diamond DugoutsMOTION (T. Simonson, Gray) to spend up to $600 to repair the dugouts and paint them with school colors.  Carried.

 

Bike Rack Concrete Pad:  A concrete pad will be installed in front of the Municipal Building for the bike rack.  Carried

Cemetery Flower Watering & Other Flower CareMOTION (D. Simonson, Clauson) to hire Barb Bass and children to water the flowers at the Viola Cemetery, and maintain the flowers at Banker Park, Community Building, and Village Office from mid-May through September, in the amount of $1,300.  Carried

 

Trailer for CemeteryMOTION (Gray, D. Simonson) to put in the budget and purchase a hydraulic trailer for cemetery work, in the amount of $2,095.  Carried.

 

Bid Proposals for Sidewalks, Curb & Gutter, located in TID:  Phillips has a list of sidewalk and curb & gutter located in the TID to be replaced.  The expenditure period for TID #3 (Richland County TID) will expire June, 2017.  MOTION (Gray, Kanable) for Streets Committee to seek proposals for the sidewalk, curb and gutter replacements in the TID.  Carried.

 

Full-time Police Officer:  MOTION (D. Simonson, Kanable) to hire Alex Cejpek full-time with benefits, at $16.00 per hour, starting Monday, April 24, 2017, on probation for 6 months.  Carried.

 

Operator License:  MOTION (T. Simonson, Gray) to grant operator license to Caitlyn Stanley.  Carried.

 

Annual Court Bond Schedule:  MOTION (D. Simonson, Clauson) to accept the court bond schedule.  Carried.

 

Open Book & Board of Review Date:  MOTION (Gray, T. Simonson) for Worth Services to hold Open Book from 2:00 p.m. to 4:00 p.m. and Board of Review from 4:00 p.m. to 6:00 p.m. on Monday, May 15thCarried.

 

Community-Wide Garage SalesMOTION (D. Simonson, Clauson) to advertise the community-wide garage sales for Friday and Saturday, June 2nd and 3rd.  Carried. 

 

Annual Reorganization:  Gabrysiak appointed Donna Simonson to take Hugh Oliver’s place on the Police & Personnel and the Streets & Sanitation Committees.  For Zoning & Floodplain Administrator, David Ebbert will take Dan Gray’s place.  On the Electric Commission, Eugene Gabrysiak and Lynette Peterson will take Hugh Oliver and Roger Johnson’s places.  On the Community Development Authority, David Ebbert will take LaVerne Phillips’ place to prevent a quorum of the Board.  LaVerne Phillips will be on the TID Joint Board of Review that now will meet annually.  All other committees stayed the same for another term.  Official newspaper, bank, and attorney are unchanged.  MOTION (Clauson, Gray) to approve the appointments as presented by Village Present, Eugene Gabrysiak.  Carried.
