Village of Viola  

Minutes for Regular Board Meeting

Thursday, March 16, 2017, 7:00 p.m. – 9:00 p.m.

 

Attendance:  Eugene Gabrysiak called the meeting to order with Trustees Marilynn Clauson, Dan Gray, Kent Kanable, LaVerne Phillips, and Tom Simonson present.  Meeting was properly posted.

 

Minutes:  MOTION (Simonson, Clauson) to approve the 2/16/17 Regular Board minutes. Carried.

MOTION (Gray, Phillips) to approve the committee minutes for the 2/23/17 Executive & Finance, the 3/02/17 Water & Sewer, the 3/13/17 Executive & Finance, and the 3/15/17 Police & Personnel meetings as changed.  Carried.  The Electric Utility Commission and Library Board minutes were received by the Board.

 

Disbursements:  MOTION (Gray, Clauson) to approve disbursements for 2/28/17 and 3/16/17 for General Fund in the amount of $25,090.20, Revolving Loan Fund $862.18, TID #3 Fund $100.00, TID #4 Fund $3,268.50, Water Fund $2,426.02, Sewer Fund $4,226.86, and Cemetery Fund $417.41.  Carried.    

 

Citizens to be heard:  Eugene Winchell had questions regarding police coverage.

 

Police & Court Report:  There were no citations issued in February.

 

Old Business: None

 

Floodplain Ordinance Enforcement:  Bart Chapman from the DNR was unavailable to make the Board meeting.  We will invite him to attend a future Executive & Finance meeting.

 

H & H Study Report:  The Village wants to talk to the DNR regarding this study.

 

Cemetery as a Department of General FundMOTION (Clauson, Simonson) to set up the Cemetery as a department of General Fund for the year 2017.  Carried.

 

Street Sign by Post Office:  There will be a 10-minute parking sign in front of the Post Office to reserve one parking space. 

 

Operator Licenses:  MOTION (Gray, Clauson) to grant operator license to Sarah Olson.  Carried.

 

Picnic License:  MOTION (Kanable, Gray) to grant a picnic license to the Viola Sportsman Club for April 29th.  Carried.

 

Temporary Operator Licenses:  MOTION (Kanable, Clauson) to grant temporary operator licenses to Lynette Peterson and Kyle Peterson.  Carried.

 

Consideration of Sewer Credits:  MOTION (Kanable, Clauson) to grant a $579.31 sewer credit to Kathy Ann Berlin’s account.  Carried.

 

Resolution #17-02 Restated Wholesale Power Agreement:  MOTION (Gray, Clauson) to adopt Resolution #17-02 to restate the wholesale power agreement with Dairyland Power, UMMEG, and the Village of Viola, authorizing the Village President to sign.  Carried.

 

TID Interest Rate & Electric Utility ChargesMOTION (Simonson, Gray) to charge 4% interest on the advances made to the TID funds, from the General Fund and the Electric Fund.  CarriedMOTION (Clauson, Phillips) to approve the Electric Utility spending up to $7,500 in TID #3 Fund on replacement of the pole on Wisconsin.  Carried.

Senior Meal Site:  Richland County is trying to save money in their budget.    It was discussed whether or not to close the Viola Meal Site.  The site serves Vernon County residents as well as Richland County residents.  It was discussed that if the Village of Viola were to reduce the $200 per month rent, that they would keep it open 3 days out of the week, Tuesday, Wednesday, and Thursday.  MOTION (Simonson, Phillips) to reduce the rent to $100 per month, starting with June 1.  Carried. 

 

Consideration to go to Closed Session per Wisc. Stats. 19.85 (1) (f) Personnel Matters and 19.85 (1) (c) Employment and compensation:  Village Attorney Eileen Brownlee was present.  MOTION (Gray, Clauson) to go to closed session at 8:00 p.m.  Carried.

 

Reconvene to Open Session for Possible ActionMOTION (Kanable, Simonson) to reconvene to open session at 9:00 p.m.  Carried.
