Minutes for Regular Board Meeting

Thursday, February 16, 2017, 7:00 p.m. – 7:45 p.m.


Attendance:  Eugene Gabrysiak called the meeting to order with Trustees Marilynn Clauson, Dan Gray, Kent Kanable, LaVerne Phillips, and Tom Simonson present.  Hugh Oliver had an excused absence.  Meeting was properly posted.


Minutes:  MOTION (Gray, Clauson) to approve the 1/19/17 Regular Board, 1/19/17 Caucus, and 2/10/17 Special Board minutes. Carried.


MOTION (Clauson, Phillips) to approve the committee minutes for the 2/09/17 Executive & Finance, the 2/09/17 Plan Committee, and the 2/14/17 Police & Personnel meetings.  Carried.  The Electric Utility Commission minutes were received by the Board.


Disbursements:  MOTION (Simonson, Gray) to approve disbursements for 1/31/17 and 2/16/17 for General Fund in the amount of $147,319.77, Revolving Loan Fund $1,636.22, TID #3 Fund $450.00, TID #4 Fund $1,092.50, Water Fund $1,757.27, Sewer Fund $3,620.11, and Cemetery Fund $42.13.  Carried.    


Citizens to be heard: Vernon County judge candidates Darcy Rood, and Tim Gaskell’s representative Phil Stittleburg, were present to discuss their qualifications for the position.


Police & Court Report:  Officer Dale Winch was not present.  January court report was given. 


Old Business: None


GoMacro Bid AwardMOTION (Gray, Clauson) to award to the lowest bidder, Mike Lepke Excavating, in the amount of $246,617.77 for GoMacro Way project.  Carried.


Floodplain Ordinance Enforcement:  The DNR sent the Village a letter indicating that the Village is at risk of losing any FEMA aid and being dropped from the National Flood Insurance Program if we do not enforce our floodplain ordinance.  The Village Attorney sent a letter to Jerry Green giving him time to work with the DNR.  This matter will go back to the Executive & Finance Committee.


Operator Licenses:  MOTION (Gray, Simonson) to grant operator licenses to Jennifer Ramirez and Nicholas Hubbard.  Carried.


Ordinance #17-05:  MOTION (Simonson, Phillips) to adopt Ordinance #17-05 to amend section 5-1-9(a)(2) relating to appointment of a hearing examiner.  Carried.


Law Enforcement Services:  Clauson reported that the Police & Personnel Committee will advertise with both Counties for a temporary part-time officer. 


Investigative Services:  Atty. Brownlee found an individual to do investigative services for Viola for free.


Richland County Hazard Mitigation Plan:  MOTION (Gray, Clauson) to adopt Resolution #17-01 the Richland County Hazard Mitigation Plan.  Carried.

Resignation of Hugh OliverMOTION (Simonson, Kanable) to accept the resignation of Hugh Oliver from the Village Board, since he now lives outside of the village.  Carried. 


Appointment of Police & Personnel Committee and Electric Commission:  President Eugene Gabrysiak will wait until after the Spring Election to fill Oliver’s position on the Board committees. 

MOTION (Gray, Phillips) to appoint Marilynn Clauson as Chairman of the Police & Personnel Committee.  Carried.  MOTION (Clauson, Gray) to appoint Eugene Gabrysiak to the Electric Commission until the April reorganization.  Carried. 


Consideration to Accept Land TransferMOTION (Gray, Kanable) to accept the land from the properties from Vernon County CDBG program.  Carried.
